Mr. Mahnke is the General Counsel & Chief Customer Officer at Uplift. He is the former Senior Director, Global Core Payments and Competition at PayPal, based in San Jose, California. He was the lead lawyer for the business unit which connects PayPal to external payment systems, and he was responsible for antitrust matters. Before PayPal’s separation in 2015, he was the Global Competition Counsel for eBay Inc., where he handled all competition-related product counseling, mergers and acquisitions, compliance, litigation, and regulatory affairs.
Until 2010, Mr. Mahnke was a Trial Attorney with the Networks and Technology Enforcement Section of the DOJ’s Antitrust Division in Washington, D.C., where he led investigations of Thomson’s acquisition of Reuters and Oracle’s acquisition of Sun. Mr. Mahnke previously worked in the San Francisco office of Heller Ehrman LLP, representing clients such as Microsoft and Visa. He has taught as an adjunct professor at Boalt Hall School of Law at the University of California, Berkeley. He clerked for the Hon. Stephanie K. Seymour, of the United States Court of Appeals for the Tenth Circuit. Mr. Mahnke graduated from The University of Chicago Law School and Harvard College.
