Luis Alberto Ibarra was designated as Commissioner on October 2007. Before, he was Technical Secretary of the Infrastructure Cabinet at the Office of the President, in charge of the elaboration of the National Infrastructure Program 2007-2012. He also has hold diverse positions within the Federal Government in Mexico, such as Head of the Investment Unit of the Ministry of Finance and Public Credit, where he promoted the use of public-private partnerships for infrastructure development, and Technical Secretary of the Economic Cabinet at the Office of the President, as well as General Director of Planning and Evaluation at the Ministry of Finance and Public Credit and Chief of Advisors at the former Undersecretary of Foreign Trade and Investment. In the private sector he was an associate at the consulting firm Serra and Associates International (SAI) and has been professor at several Mexican universities.
