David’s experience combines law, economics, policy, and process. He has a keen interest in the interplay of consumer protection and competition policy, having led market studies and competition advocacy initiatives within the Office of Fair Trading.
He advises clients in several sectors on regulatory risk mitigation, working across a number of significant regulatory matters such as litigation and long-running price reviews. His insight helps clients appreciate how to engage with regulators to achieve the desired outcomes.
David has 19 years experience as an antitrust professional. He worked for 10 years in the UK, including roles as Senior Economic Advisor to the Chief Economist, Head of Strategy and as a Director of Enforcement at the UK Office of Fair Trading. As Director of Enforcement, David managed a number of large teams engaged in multi-year investigation and enforcement activity. In China, David worked for state agencies, law schools, and private sector clients. He was the first competition economist to present expert witness to the Supreme People's Court in Beijing. More recently, David has been based in Egypt where he held a position as Special Advisor to the Chair of the Egyptian Competition Authority.
